Land degradation is a serious threat to ecosystem services and livelihoods in Angola. The GEF-funded project “ Sustainable Land Management in target landscapes of Central Angola” GCP /ANG/055/GFF attempts to address this problem with the objective of reversing negative land degradation trends in selected landscapes in Central Angola by combining sustainable and rational approaches to planning, decision-making and land-use management with participatory approaches to build the capacity of local stakeholders. Interventions are foreseen in three main components. Under Component 1, the project will build national capacity for land-use management through Agroecological Zoning (AEZ) and environmental monitoring with a focus on land degradation. Under Component 2, the project will support the integration of SLM into rational planning and decision-making for SLM and also support practical SLM through Farmer Field Schools. The project’s Component 3 will focus on identifying and developing suitable options for SLM finance and on improving national capacity for mobilizing resources to be invested in SLM.
More specifically, Component 1 outputs will set a dedicated AEZ Unit focused on outputs useful for SLM and will develop a fine-scale and integrated decision-support system (DSS) for guiding SLM, based on the LRMIS approach. During its operations, the AEZ Unit will capacitate different types of beneficiaries in a “learning by doing approach”, who will support the unit’s operations while being trained in a module-based training program.
Reporting Lines
Under the overall managerial administrative leadership of the FAO Representative in Angola, the tasks of this position will be executed under the direct supervision of the Chief Technical Advisor (CTA), the National Program Coordinator (NPC) and the technical supervision of an international Remote Sensing and GIS specialist in charge of the technical supervision of the AEZ Unit.
Technical Focus
The purpose of this position is to ensure the execution of core tasks related to AEZ, environmental land degradation monitoring under the technical guidance of the supervising consultants, while providing methodological training and supervision of different types of beneficiaries in a module-based capacitation program.
The NPP will work as part of a multidisciplinary team to conduct activities, research and analysis related to Agro-Ecological Zoning and environmental monitoring (with emphasis on land degradation) to support Sustainable Land Management (SLM).
Tasks And Responsibilities
Provide the overall coordination and guidance for the project GIS/RS related activities; Ensure proper coordination and communication on GIS/RS data with national partners; Lead activities and provide trainings and support on enhancing national technical capacities on GIS/RS; Provide technical support for the gaps and needs analysis and identification of geospatial requirements for all project activities; Prepare geospatial datasets in support to project activities according to agreed international standards (data, metadata etc.); Prepare the project geospatial database and management structure, taking into consideration all project components, activities and needs in geospatial datasets; Develop the methodological guidance document in support to land monitoring, monitoring land and water resources, agro-climatic conditions, crop yield and area monitoring as well as national and international indicators such as for land degradation neutrality; Prepare the methodological guidance document for undertaking land suitability analysis and field validation for identified sustainable land management technologies and approaches, in close collaboration with national partners; Prepare the methodological guidance for the land and water resource management information system; Lead the preparation of agro-ecological zoning information; Lead the preparation of land suitability analysis Lead the preparation of geospatial data for the land and resource information management system; Undertake, with national partners, field visits for the validation of the methodological approaches; Prepare maps for the implementation of sustainable land management based on land suitability analysis based on all available information; Work with the relevant International and National consultants in strengthening the specialized RS and GIS Unit for resources monitoring and information management; Provide key institutional memory and perspectives; assisting and orienting new staff in their technical duties. Lead the preparation of a national report on the status of natural resources and land degradation; Provide guidance in the development of web based LRIMS platform (geoportal); Provide support for the development the National AEZ initiative, input for the development of the GAEZ portal and for the development of the LRIMS approach and respective tools; Provide support for the preparation of technical documents and training materials including tutorials and videos to explain to training beneficiaries and other national stakeholders how to use the geoportal and other related geospatial products; Prepare communication materials related to RS and GIS in the context of AEZ and LDN monitoring; Provide support for the land degradation and sustainable management geospatial analysis; Support project activities related to the valuation of ecosystem services; Participate in the design and planning of capacity developments programs on geospatial technologies, AEZ /LD monitoring for SLM, including preparation of training and workshop materials; Support research on remote sensing and GIS in AEZ/LDN/SLM related topics; Participate in training provided by the international AEZ consultant related to all the above tasks; Provide training in specific modules to different types of capacitation beneficiaries in executing activities related to all the above tasks; Assist in any other tasks under the projects at the instruction of the AEZ International, the LTO, the CTA and the NPC.

Minimum Requirements
University Degree in geography, environmental science, agronomy, geo-informatics or a closely related field; Fluent in English (both spoken and written) language; Nationality of Angola
