Descrição da Vaga: Norwegian People’s Aid is seeking a Capacity Development Advisor for its Capacity Development Project in Angola.Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. NPA Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by landmines and explosive remnants of war. Currently, NPA has 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, the Balkans and the Middle East.

The Angola Programme and the Capacity Development Advisor role:Norwegian People’s Aid (NPA) has played an active role as one of the most important humanitarian mine action organizations in Angola since 1995. We have been doing what is considered the core Mine Action work, such as Land Release including Non-Technical Survey (NTS), Technical Survey (TS), Clearance and Battle Area Clearance (BAC), and Explosive Ordinance Risk Education (EORE) to communities, and Explosive Ordnance Disposal (EOD).In addition, as part of our global strategy to improve the capacity and efficiency of National Mine Action Authorities (NMAA), we focus on Capacity Development (CD) of ANAM (Agência Nacional de Acção Contra Minas), which is the National Mine Action Agency in Angola formally known as CNIDAH.
Duty station: Luanda, Angola
In this position your main responsibilities will be: Coordinate the activities that are listed as per the Capacity Development workplan and to report to the Country Director Angola;Regular coordination with the Global Capacity Development Advisor at HO.Monitor and update the key performance indicators as listed in the Angola CD scoring matrix.Support ANAM with the drafting, review and updates of key chapters in the NMAS, and support in the follow up and revision of the National Mine Action Strategy, National Mine Action Workplan and the National Strategy on Management of Residual Contamination of Explosive Ordnance, etc.Ensure that the national database is up to date and used according to the IM standards.Improve the capacity of ANAM Quality Management teams in the provinces to process completion reports and handover of cleared areas to local communities.Coordinate a technical working group between ANAM and the operators in regard to regular reporting and maintaining the accuracy of the National Mine Action database.Assist ANAM in coordination of other Mine Action Stakeholders (donors, other governmental institutions, etc.) through facilitation of regular coordination meetings.
To be succesfull in this role you must have: Relevant higher education.Management and leadership trainings.Experience on Capacity Development of the National Mine Action Authorities.Good knowledge of IMAS 07.14 and related TNMA on Residual Risk Management.A minimum of 10 years of experience from Mine Action.A minimum of 8 years of experience and knowledge on capacity development work with national authorities and on international project management.A minimum of 5 years of international project management experience.Written and verbal proficiency in English.
We consider it an advantage if you also have: Experience on Management of Residual Contamination of Explosive Ordnance.Strong technical knowledge in EOD (IMAS EOD level 3).Strong capabilities in training and mentoring EOD and HMA staff.Technical knowledge of IMSMA.Previous experience from the African region and from Angola.Portuguese language skills.
